Picard burst onto the scene as the 3rd overall draft choice in the 1977 NHL Amateur Draft. He became an instant standout on the Capitals defense, netting double digit goals in all 3 of his years in Washington, including a 21 goal outburst in 1978-79. Picard also skated for Toronto, Montreal, Winnipeg, Quebec and Detroit during his 13-year NHL career. He was a 2-time NHL All Star who averaged well in excess of a PIM per game during his career.
